This mask is probably a Clown, Convite, or Gracejo. These are masked characters that go ahead of the procession asking the spectators for contributions, or providing comic relief in some other fashion. They come in many styles. This one greatly resembles a European or North American circus clown. It is also a bit larger than normal and has great character.
