USA 15 inches, painted papier mache Masks like this one were made in limited quantities and either sold or rented by costume shops in the 19th and first half of the 20th centuries. I would call it a tramp or hobo, but it could also pass for a Leprechaun. Probably used many times and beginning to show its age, it is still is a great-looking piece of American folk art... a lot of sculpture for the money.
