El Hacendado is the hacienda owner, one of the characters in the Torito Dance. The full cast of this dance also includes a Torito (little bull, actually a straw-mat bull that is worn on the shoulders of a running dancer), Death, La Bonita (the hacienda owners wife) a borracho and a borracha (male and female drunks) as well as some others.

I have several of these masks, including several more of the character’s mate. They were purchased new in Mexico in the early 1980’s. Hand made of very strong papier mache, they have been individually painted both conventionally and with air brush. They all have a strong folk-art look. Wearing or displaying a group of these masks together really looks cool!
